Grainularity of URN

Subject: Grainularity of URN

The discussion of how URNs fit into cititations leads me to wonder about the
grainularity of reference of a URN. For example, if I am citing a table from
some report, I'd like to reference just that table, not the entire report.

When I look at URLs, I see that there is the notion of an anchor, so I could
clearly use a URL to cite that table. But, it's not clear to me how an anchor
fits into URNs? We should use a URN not a URL for a long lasting reference,
right? So, how would one use a URN in this situation?
