I met with Eliot today, and getting URNs and SGML public identifiers to work
together doesn't look too hard. I don't think anybody has any real
problems with URLs providing they know to treat them as transient pointers
and not as some kind of name.
I think I've fallen off the uri mailing list, so I may be a little out of
date, but most of the URN proposals should be fine with a little reworking.
