Subject: URI WG decides a couple of things

AS few decisions at yesterday's WG session (minutes will be out later)

1. The afs: URL type was removed from the spec due to lack of interest
and because it had not been really discassued or thought out.

2. The mailto:mail@add.ress url was put in.

3. The practice of wrapping URLs within plain ASCII documents
within <> (as is commonly done with mail addresses and news
message IDs) was put in.

I personally hope that <> will also be used to wrap URNs in the same
way. This will save the current rather messy practice of putting
buts of <a name=html>html</a> into plain text, and allow urls to be
used without a knowledge of HTML.

The discussions continue...
