Tim,

With the exception of the BITNET/EARN and UUCP contexts (where there is
no choice), everyone I know of who is running a mail-based server for
files thinks that they are doing it to make things feasible for the
severely network-challenged. They tend to have FTP servers and other
mechanisms in place by the time the mail-based engine goes in, usually
earlier. If that experience is indicative, "much better" gets done
first or concurrently.
