It seems like all these things - versioning, quality (converted etc) are
things for the next meta level. I see the order of tasks as.
1) Settle on semantic definition of URN, its syntax
2) Define some ways we can play with URN lookup - e.g. whois++, local
lookup etc
3) Identify a way to write attributes with URN's - maybe this wont be
a single way, it might depend on the application (e.g. Gopher, WWW
etc)
4) Pick some of the other attributes we want to standardise on, e.g. how
to represent a version number so that two of them can be compared,
do we want a standard quality attribute, etc
5) Start the process of standardising - or identifying applicable
existing standards - for each of these attributes.

(P.S. I guess (4) might have been undertaken by the non existant element
set WG :-)
