Since I argued against prefix 'URL:' and prefix 'URN:', I should
repeat what I *do* support, which is that URNs be designated by

namespace-type:name

such that

isbn:0-06-444090-7

is a valid URN for an online book. Certainly you'll have to invent an
IANA-registry for naming authories with some syntax for the name, but
it probably won't last as long as ISBN numbers, probably will go
through a couple of reincarnations as we thrash through using whois++
vs other services for resolving from names to addresses, etc.
