There was some debate but no apparent resolution on this issue:

* Caching: Any scheme should not impede caching of resources named by
it, for which caching is appropriate.

Personally, I'd like to see TWO KINDS of URNs, where you can tell,
from the URN itself, which kind it is: URNs to things that can be
retrieved and cached, and others. What are the possible resolutions of
this? Other opinions?
