My apologies Larry & Karen... you are of course correct. Functional
requirements, not specifications.

I believe that the ADs just wanted to see the specs written down and I
don't think that they'll have any objections to having it as one document
(although I'm sure that they'll speak up if they disagree :-). I believe
that once the list has taken a look over both we'll be able to co-opt
someone to create a draft of the concatenation.
