Larry,

I think there are approaches that can handle reuse of DNS names in URLs, these
probably need to be stricter than the procedures required by IANA for reuse
one, for example, would require that a DNS name could be reused if and
only if a) previous URN's are still resolved by the new DNS names URC
resolver, or b) the owner of the new DNS name has to use something
different for their URN's.

For example - assuming mtv.com got transferred back to the TV station,
then they could either register all existing urn:mtv.com:* URN's with
mtv.com.uri.int or register mtv2.com.uri.int as their domain server.

Note - that we can set the rules for this to a certain extent since
"uri.int" would be under its own distinct management.

Also - non-cooperative reuse of DNS names is relatively rare.
