Correct. The requirements doc was in the hands of John Kunze. At the last
meeting it was approved and I believe that at this point it just needs to
be submitted to the Chair and we can send it up the line. Its an
information RFC so we don't have to go through all the standards track
stuff.

The only URN functional specifications that we currently have was the
original draft written by Chris Weider and Peter Deutsch. However, that
seems to have expired. Chris, the keeper of the flame, is currently on
the road (in Prague along with the rest of the Internet :-). I will ask
him to repost it on his return.

That draft was designed before your (& Larry's) document was published
and will probably need some reworking as a result.

I know that Tim and Mitra have an alternate scheme in mind (which we
talked a bit about in Seattle). Maybe they would be willing to write this
up and submit it to the list, even if in strawman form for the end of the
month so that the group could review it in Toronto? Mitra? Tim?
