Karen,
I'm sorry, I disticnctly remember sending out a message that I wanted to
hold the docuemtn until the IRL requirements and the URL definition doc were
ready, and then to move them as a bundle. To me that makes sense as the
three together are probably clearer to anyone outside the WG then your doc
on it's own.
I must have send this message to the chairs only, sorry. So far I have not
yet received a submission of the other two docs.
