The short answer is:

I am working on a new draft of the URL document; I sent a nearly
completed copy to Ned Freed, Tim Berners-Lee, Mark McCahill and Alan
Emtage for preliminary comments on Sunday. I am still hoping for some
input from Mark, but if I don't hear from him soon, I will tackle the
gopher section anyway and get the thing out.
