>From the original spec from early last year I always thought that something
like this was acceptable:
[attribute_name]:[charset.iso_language_id]:[value]
This could be a general starting point for all pairs that would/could have
different character sets.
Then again you could just make the thing a multipart MIME file and let MIME
handle charset issues. This makes parsing one much much more complex which
I don't like but it is another solution...
