It doesn't require any such thing. What it requires is that you start
looking for > when you see <URL:. However, you will note that in the
draft I mailed out, I changed the text so that it properly justifies
the use of the delimiters ONLY for the purpose of delimiting, e.g.,
if you see "<URL:", you know it ends in ">".
This stuff with check digits is really going the wrong way. The main
place <> will be used is in email messages that people type in, or in
papers where the things are going to be printed.
