I briefly perused
ftp://ftp.ifi.uio.no/pub/SGML/HyTime/HyQ-1.1.Kimber
but didn't see any obvious way to turn any of that material into a
specification for fragment identifiers, for text/html, much less for
any other kind of content-type.
I appreciate your haiku, but perhaps you could be a bit more explicit
about what you were thinking?
