Is there a 'chair' of Z-URL, or someone who might summarize the state
of the proposals, or is there any proposal?

If Z39.50 has no way to refer to an individual document that can
persist outside of a single 'session', then Z39.50 URLs will elude
you. If it does, then the 'connection' vs 'connectionless' issue is a
red herring and irrelevant.

As far as URCs are concerned, I personally believe that the field is
open, and that if the Z39.50 group can show a 'better way' to handle
proscriptive and descriptional document characteristics, then URI is
eager to listen.
