It might be more appropriate to discuss a proposal for a new header in
MIME/SMTP mail within a mail working group, and not in the URI working
group.

At one point, there was some desire to add a "url" access-type for
message/external-body. This would overlap the capabilities of "ftp"
and "anon-ftp". I don't know if the x-url header would fit into that
context, but it would be another way to get URL-denoted resources
references by a mail message.
